U.S. Marshals Arrest North Carolina Fugitive in Lewiston, Maine

Portland, ME – The U.S. Marshals Service (USMS), Maine Violent Offender Task Force (MVOTF) announce the arrest of Alyalia Chaibounmingkhouan, 19, of Raleigh, North Carolina.
Chaibounmingkhouan was wanted by authorities since November 7, 2023, for a warrant issued out of North Carolina for 1 count of assault with a deadly weapon inflicting serious injury with intent to kill and 3 counts of assault with a deadly weapon. The USMS, Carolina’s Regional Fugitive Task Force (CRFTF), provided investigative leads to the USMS MVOTF requesting assistance in locating and apprehending Chaibounmingkhouan in Maine.
Through a collaborative law enforcement effort, authorities developed information which led investigators to Lewiston, ME. Task Force members were able to locate and identify Chaibounmingkhouan and safely apprehend her.
Chaibounmingkhouan is pending extradition back to North Carolina where she will be arraigned on outstanding charges.
The USMS, Maine Violent Offender Task Force received valuable assistance by the USMS, Carolina’s Regional Fugitive Task Force and Lewiston, Maine Police Department.
The U.S. Marshals Service, Maine Violent Offender Task Force is comprised of members of the U.S. Marshals Service, Maine State Police, Maine Department of Corrections, Biddeford Police Department, and U.S. Customs and Border Protection.
