U.S. Marshals Arrest Litchfield Police Department Assault Fugitive in New York

Concord, NH – This morning, the United States Marshals Service is pleased to report that they have successfully tracked down and arrested a Litchfield (NH) Police Department fugitive in New York. Devin Leonard, 23 years-of-age, was arrested without incident by members of the U.S. Marshals – New York/New Jersey Regional Fugitive Task Force in Buffalo, New York. Leonard was wanted in connection with a serious assault that occurred in Litchfield, New Hampshire in early April 2020.

Earlier this month, the Litchfield (New Hampshire) Police Department requested the assistance of the U.S. Marshals Fugitive Task Force to assist in the location and arrest of Leonard. Leonard was alleged to have committed the following offenses in Litchfield, New Hampshire on or about April 2, 2020; Simple Assault, 2nd Degree Assault (strangulation), Sexual Assault and False Imprisonment. Shortly after the offenses were committed, Leonard fled the State of New Hampshire and returned to his home state of New York.

The U.S. Marshals Fugitive Task Force contacted their counterparts in Buffalo (New York) and requested their assistance in arresting Leonard. This morning, several member so the New York/New Jersey Regional Fugitive Task Force including members from the Buffalo and Niagara Falls (New York) Police Departments, New York State Police, New York State Parole, the Niagara County Sheriffs, along with deputy U.S. Marshals were able to locate Mr. Leonard at a residence in the 100 block of Garfield in Buffalo, New York. Leonard was arrested without incident and has been transported to the Erie County Jail, where he will be processed and held as a fugitive from justice based on the outstanding New Hampshire arrest warrant. Leonard will have an initial court hearing in NY prior to being returned to New Hampshire to face these serious charges.

Since the inception of the New Hampshire Joint Fugitive Task Force in 2002, these partnerships have resulted in over 7,908 arrests (Updated as of 12/16/2019). These arrests have ranged in seriousness from murder, assault, unregistered sex offenders, probation and parole violations and numerous other serious offenses. Nationally the United States Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 85 local fugitive task forces, 8 regional task forces, as well as a growing network of offices in foreign countries.
