Wisconsin Fugitive Arrested by U.S. Marshals Fugitive Task Force in Puerto Rico

San Juan, PR – On June 02, 2020, the U.S. Marshals-led Puerto Rico Violent Offenders Task Force arrested a man wanted in Wisconsin on a federal narcotics violation warrant.

U.S. Marshals arrested David Quinones Rios, who was one of 26 people charged in January 2020 in the Eastern District of Wisconsin with trafficking cocaine between Puerto Rico and Wisconsin. According to the complaint, the defendants were part of a drug-trafficking organization that was sending multi-kilogram quantities of cocaine through the U.S. Postal Service from Puerto Rico to Milwaukee, Wisconsin. Quiñones Rios was an alleged leader in the organization.

After Quiñones Rios evaded arrest back in January 2020, U.S. Marshals in Puerto Rico began looking for him and worked with U.S. Marshals in the Eastern District of Wisconsin to develop several leads indicating Quinones Rios was residing at a resort type complex in Palmas del Mar, in the town of Humacao.

U.S. Marshals, with the assistance of Homeland Security Investigations, Drug Enforcement Administration, and the Puerto Rico Police Strike Force apprehended Quiñones without incident.

At the location of arrest, an undetermined large amount of narcotics, U.S. currency, and a firearm were recovered.
