U.S. Marshals Fugitive Task Force Arrests Jersey City Homicide Suspect in Plymouth

Scranton, PA – Today, United States Marshal Martin J. Pane announced the arrest of Jahquell Carter, a 24-year old man from Jersey City, New Jersey.

On July 6 2020, the Jersey City Police Department investigated a shooting in the first block of Rutgers Avenue in which a 16-year old was shot and killed. As a result of their investigation, detectives obtained an arrest warrant charging Carter with Conspiracy to Commit Murder and lesser included offenses. Attempts to find Carter in Jersey City were unsuccessful and the case was adopted by the U.S. Marshals Service (USMS) Fugitive Task Force.

Today, at about 6 a.m., members of the task force checked a home in the first block of East Shawnee Street, Plymouth, Luzerne County and arrested Carter after he tried to hide in an attic. No one was injured in the arrest. Carter was turned over to the Plymouth Police Department for arraignment and booking.

United States Marshal Pane stated, "It's the Marshals Services' duty to ensure that those charged with violent crimes have their day in court. It is my sincere hope that the victim's family will find some measure of comfort knowing the suspect will face justice."

The U.S. Marshals Service Fugitive Task Force in the Middle District of Pennsylvania is comprised of 20 state, county and local police agencies, including: the Pennsylvania State Police; the Pennsylvania Board of Probation and Parole; the Wilkes-Barre Police Department; the Kingston Police Department; the Bradford County Sheriff's Office; and, the Scranton Police Department – all of whom participated in this investigation.
