U.S. Marshals Fugitive of the Week Arrested in Rochester

Concord, NH – Yesterday afternoon, this week's featured "Fugitive of the Week," Frank Albert McPhee IV, 33 years-of-age, was located and arrested in the driveway of a residence on Four Rod Road in Rochester, New Hampshire. Mr. McPhee was being sought on a couple of outstanding arrest warrants issued by both the Rockingham County Superior Court and the Candia District Court. The Rockingham County warrant was issued for bail violations stemming from an original charged offense of criminal threatening with a firearm. The Candia District Court warrant alleges multiple driving related offenses as a result of a police pursuit in Northwood, New Hampshire earlier this year.

Mr. McPhee had just been featured this past Wednesday (08/19/20) as the "Fugitive of the Week." This feature was aired on WTPL-FM, WMUR-TV, The Union Leader, The Nashua Telegraph, The Patch, Foster's Daily Democrat, Manchester Information, the Manchester Ink Link, the Rochester Voice and prominently featured on the internet. The "Fugitive of the Week" continues to be a very successful tool that has resulted in the location and arrest of numerous fugitives since its implementation in 2007. Additionally, the "Fugitive of the Week" is distributed statewide to all New Hampshire law enforcement officers.

After being featured as the "Fugitive of the Week", members of the U.S. Marshals – New Hampshire Joint Fugitive Task Force conducted an investigation that spanned from Epsom to Rochester over a two-day period. It was as a result of these persistent investigative efforts that led investigators to the residence of one of McPhee's associates in Rochester, New Hampshire. At this house, McPhee was located sitting in a vehicle in the driveway where he was arrested without incident. McPhee was transported to the Rockingham County Jail for processing and holding pending his initial court appearance on Friday.

This investigation and arrest was made by several member agencies of the U.S. Marshals, New Hampshire Joint Fugitive Task Force including the Belknap and Rockingham County Sheriff's Offices, the Northwood and Epsom Police Departments along with deputy U.S. Marshals.

Since the inception of the U.S. Marshals - New Hampshire Joint Fugitive Task Force in 2002, these partnerships have resulted in over 8,061 arrests (Updated as of 06/30/2020). These arrests have ranged in seriousness from murder, assault, unregistered sex offenders, probation and parole violations and numerous other serious offenses. Nationally the United States Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 85 local fugitive task forces, 8 regional task forces, as well as a growing network of offices in foreign countries.
