John Panaligan is wanted by the Northbrook Police Department (IL) for murder. Panaligan plotted the murder the victim, wore the disguise to hide his identity and then killed the victim by strangulation. Panaligan was born in Philippines and holds citizenship in the United States and the Philippines.
The fugitive fled the area prior to the arrest to the arrest warrant being issued. It is believed Panaligan fled to Mexico and then to Philippines, and is being assisted by family and friends.
