Lisa Dickinson was appointed as the United States Marshals Service (USMS) General Counsel on August 30, 2020 by former Director Donald W. Washington. In this capacity, she is responsible for overseeing Office of General Counsel (OGC) operations, as well as providing legal advice and guidance to U.S. Marshals Service personnel, coordinating litigation matters with U.S. Attorney's Offices and responding to inquiries from other federal agencies and members of the public. General Counsel Dickinson regularly advises the U.S. Marshals Service Director and Deputy Director on important administrative and operational issues affecting the United States Marshals Service. Before leading Office of General Counsel, she served as second in command as the Deputy General Counsel from May 2008 to August 2020. June 2013 to February 2014, General Counsel Dickinson served as the Acting Associate Director for Administration, overseeing the United States Marshals Service administrative directorates to include Information Technology, Human Resources, Asset Forfeiture, Management Support and Training. Dickinson also served as the Acting Human Resources Assistant Director from August to December 2012.
From 2006 to 2008, General Counsel Dickinson served as the Senior Counsel to the U.S. Marshals Service Director, providing advice and guidance to the Director on myriad issues and matters before returning to OGC in 2008. From January 2004 to 2006, she served as the Acting Executive Assistant to the Director, while also serving as the agency's Equal Employment Opportunity (EEO) Officer. General Counsel Dickinson served as the United States Marshals Service Equal Employment Opportunity (EEO) Officer from 1999 to 2006. Prior to serving in that role, Ms. Dickinson served as an Associate General Counsel in the U.S. Marshals Service Office of General Counsel from 1992 through 1998.
In October 2014, Ms. Dickinson received the Attorney General's Award for Excellence in Management; and in August 2012 she received the United States Marshals Service Director's Award for Meritorious Service.
Before joining the United States Marshals Service, Ms. Dickinson was employed as an Associate in the Labor and Employment practice area in the McLean, Virginia and Washington, D.C. offices of Reed, Smith, Shaw & McClay law firm. Ms. Dickinson graduated cum laude from Marquette University with a Bachelor of Arts degree in Political Science and received a Juris Doctor degree from the University of Miami School of Law.
