In September 2024, Director Ronald L. Davis selected Acting United States Marshal (USM) Quintella Downs-Bradshaw of the Northern District of Texas (N/TX) to serve as the Acting Chief of Staff (COS) for the United States Marshals Service (USMS).
Prior to this role, in January 2021, Acting COS Downs-Bradshaw was designated to serve as the Acting USM for N/TX by Attorney General Merrick Garland. Prior to her designation as Acting USM, she spent over a decade as a Chief Deputy United States Marshal (CDUSM) in both the N/TX and Western District of Louisiana, and has held leadership and management positions for more than 25 years. With over 35 years of service with the USMS, Acting COS Downs-Bradshaw began her career in 1988 as a contract guard and administrative assistant in the N/TX, becoming a Deputy United States Marshal in January 1992.
Throughout her distinguished career, Acting COS Downs-Bradshaw has held a range of critical and leadership roles within the Agency, including: Witness Security Inspector; Supervisory Deputy United States Marshal; Protective Intelligence Inspector; Senior Judicial Security Inspector and Judicial Security Division Region Chief Inspector; Acting Deputy Assistant Director; and Chief of Operations for the Justice Prisoner and Alien Transportation System. Additionally, Acting COS Downs-Bradshaw has served as an Ombudsman, a member of the United States Marshals Museum Committee, and USMS Career Board member and Chairperson.
Acting COS Downs-Bradshaw has consistently demonstrated exemplary performance in duty, management, and leadership, ensuring effective quality controls to meet the Agency’s mission. A respected leader and mentor, she is deeply committed to developing winning teams through effective leadership. Acting COS Downs-Bradshaw emphasizes individual strengths and fosters personal and professional growth in those she mentors, drawing motivation from seeing others achieve their goals.
Acting COS Downs-Bradshaw holds a bachelor’s degree in business administration and management from Northwood University. Beyond her professional responsibilities, Acting COS Downs-Bradshaw has been active in volunteerism and community outreach, initiating and coordinating charitable events for underserved communities and youth sports in Dallas, Texas, and surrounding areas.
